 On Monday, March 24, 2008, at 11:24pm, officers were dispatched to Motel 6, North Leavitt Road in reference to a noise complaint and possible underage drinking party in room 260.  Upon arrival, the officers were able to hear loud voices from multiple individuals coming from inside the room.   The officers made contact with the room renter, Ryan Parker, age 18 of Lorain.   Upon opening the door, officers were overcome with the odor of burnt marijuana and smoke billowing from inside the room.  Officers entered the room and located six other individuals.  An investigation was conducted and Mr. Parker was arrested and charged with 3 counts of Contributing to the Delinquency of a Minor, Underage Sales to Persons, Underage Consumption, Permitting Drug Abuse, Drug Paraphernalia, and Possession of Marijuana.  Kyle Cummings, age 18 of Amherst, was arrested and charged with Possession of Cocaine, Drug Paraphernalia, Possession of Marijuana, and Underage Consumption. Lisa Diaz, age 20 of Vermilion, was charged with Underage Consumption and Possession of Marijuana.  A juvenile female, age 17 of Vermilion, was charged with possession of marijuana, drug paraphernalia, and underage consumption and two other juvenile females, also age 17 of Vermilion, were charged with Underage Consumption.

On Tuesday, March 25, 2008, at approximately 4:51pm, an officer was dispatched to the Amherst Police Department in reference to an unruly juvenile complaint.  Upon arrival, the officer met with the complainant who advised that her son was being unruly and left the house without permission.  An investigation was conducted and the juvenile was located and returned to home.  The juvenile was cited for Unruly Child and Drug Paraphernalia.

On Wednesday, March 26, 2008, at 2:42am, an officer, while on patrol at South Main Street and Park Avenue, observed a female stumbling on the sidewalk and fall into several building.  The officer made contact with the female, identified as Sherri Bennett, age 37 of Amherst, and conducted an investigation.  Ms. Bennett was issued a citation for Disorderly Conduct Intoxication and Open Container.

On Thursday, March 27, 2008, at 10:32pm, officers were dispatched to the Amherst Hospital, Cleveland Avenue, in reference to an intoxicated male causing problems inside.  Upon arrival, officers met with the hospital security who advised an intoxicated male was cursing at others inside the hospital and stumbling around causing a disturbance.  An investigation was conducted and the male, Terence Lyon, age 40 of Wellington, was issued a citation for Disorderly Conduct Intoxication.

On Saturday, March 28, 2008, at 2:17am, an officer, while on patrol on Elyria Avenue, observed a vehicle make a prohibited turn onto a one way street.  A traffic stop was initiated and an investigation was conducted.  The driver, Bill Cline, age 41 of Elyria, was arrested and charged with Operating a Vehicle Intoxicated, Possession of Cocaine, BAC over .08%, Open Container, One Way Street, and Drug Paraphernalia.

On Friday, March 28, 2008, at approximately 2:52am, an officer, while on patrol on Jackson Street, observed a vehicle nearly strike the bridge retaining wall and weave from side to side within its lane of travel.  A traffic stop was initiated and an investigation was conducted.  The driver, Hibbard Paine, age 57 of Amherst, was arrested and charged with Operating a Vehicle Intoxicated, State Refusal, and Weaving.

On Saturday, March 29, 2008, at approximately 1:35am, officers, while on patrol in City Lot 1, observed a male, later identified as Richard Banas, age 51 of Lorain, stumbling across the parking lot and into the officer’s path of travel.  He continued to stumble as he walked backwards through the parking lot and the officer had to stop to avoid striking him.  A second male, identified as Thomas Madvad, age 48 of Amherst, was stopped after attempting to elude another officer on foot.  An investigation was conducted and both Mr. Banas and Mr. Madvad were issued citations for Disorderly Conduct Intoxication.

On Saturday, March 29, 2008, at approximately 4:00pm, an officer learned that a person called into the Amherst Police Department, identified himself as a U.S. Marshall and requested a lockout service at the Amherst Manor Nursing Home due to locking his keys in his vehicle.  Earlier in the week, the officer had heard about a male who supposedly had been targeting females and stopping them near the Ohio Turnpike area on State Route 58 in a blue car.  The officer checked with the State Patrol regarding that information and learned they were not aware of any such report.  Earlier this date, the officer had been reading a copy of the Chronicle Telegram and saw that Lorain Police had two complaints that a male had been posing as a U.S. Marshall at a business in their city.  Due to that information, the officer responded to Amherst Manor to check and verify the male’s identity.  Upon arrival, the officer met with the male and requested to see his credentials.  The male was not able to provide the information.  The officer obtained a positive identification and license plate and contacted an agent with the U.S. Marshall Service.   The agent verified the male does not work for them and advised he would continue the investigation and pursue an indictment for the male.
